What is Sendai Framework (2015-2030)? 

About: It is a UN framework aimed at decreasing disaster risk through effective policies such as disaster risk, financing, sustainable development, and other preventative and precautionary measures.

It was adopted by the Third World Conference for Risk Reduction of the UN World Conference on Disaster Risk Reduction at Sendai, Miyagi, Japan in 2015. The Hyogo framework is what it succeeded, namely Hyogo Framework Action (2005-2015)– a build back better for making nations and communities resilient from disasters.

Although it stated that the state plays the lead role in disaster risk prevention. However, the role will be played in partnership with different organisations that have a role in disaster preparedness such as local government, civil societies and the private sectors.

Implementing Organisation: The United Nations Office for Disaster Risk Reduction (UNDRR) is in-charge of assisting the implementation, follow- up and reviews by SendaiFramework.

Link with 2030 Agenda: The Sendai Framework is connected with the different 2030 agenda agreements like Paris Agreement (2015), Addis Ababa Action Agenda on Financing for Development (2015), New Urban Agenda and all the Sustainable development goals.

The Sendai Framework is defined through four main priorities such as–

• Identifying and assessing the risk of disasters

• Improve disaster management mechanisms by strengthening risk governing to manage risks.

• Increasing investments toward lowering the risks through a resilient strategy.

• Strengthen disaster planning to prepare proper reaction and Building Back Better approach with recovery, rehabilitation and reconstruction activities.

The Targets for 2030 agenda are–

• Significant decline in the number of globally lost lives by disasters.

• Significant decrease in global figures of peoples affected by disaster.

• Reducing direct economic loss caused by disaster with regard to the world GDP.

• Significantly decreasing damages on infrastructure and disruption of essential facilities.

• Substantially increasing country numbers having national and local strategies in regard to reducing risk.

• Substantial boost in the cooperation between developing countries to reduce risk.

• Remarkable rise in the number of people having access to disaster risk information and early warnings to their citizens.

In contrast to the prior, the Hyogo Framework Action, including technological hazards. Beside natural hazards, the Sendai Framework also covers the issue pertaining to natural and technological hazards such as chemicals/industry hazards which includes others like the radiation nuclear, or even disease as stated.

The Sendai Framework is coordinated with the different agreements that make up the2030 Agenda– including the Paris Agreement onClimatechange, New Urban Agenda, Addis Ababa Action Agenda on Financing for Development and all the Sustainable development Goals.
